Hi Harry
There will be frequent trains to London from both airports. Once in London you need to make your way via the underground to Victoria station or Charring Cross station, both of which have frequent trains to Hastings.

The road you are thinking of is called Waterworks Road and there is/was definately cottages at the top, beyond the underpass that goes benieth the railway and comes out opposite the park. You can see it on this site's map at grid refrence E4, just click Area Maps and choose the Street Map from there...

The area is shown on this site's Hastings and St Leonards map at grid location F2. Click on "area maps" on the left, then view the "interactive street map" to find square F2. Boscobel Road etc is right in the middle.
