Sussex Steps still shows up on the County Council definitive map as a public footpath. So it is a highway which they are responsibe for keeping open!! The attached photo from the Museum archives shows Lewcocks Restaurant (no apostrophe) in the 1930s on the south west corner of Denmark Place. Hope this helps.
