Health Service Pressures

I wonder why this report from The Lancet is never mentioned
when people talk about health service crises?
All you ever hear is 'shortage of money' or 'ageing population'.
There is a concerted effort never to spot this particular elephant
in the surgery/ward/operating theatre (delete as appropriate)
