I (and my mother) have only had bogus calls about phone charges after talking to talktalk about them so I am deeply suspicious, although talktalk refuse to investigate and say I should contact the Police if I am unhappy.
I am much more concernd when older people are targetted as they are often more gullible.
As for 'poaching' I have had letters from BT suggesting they can offer better rates than talktalk but that is more normal, as are the calls from BG trying to get me to change supplier.
My brother got so fed up with his 'high street' bank that he has changed to 'Handelsbanken' which do not blitz him with junk mail or unsolicited phone calls.

Re: Mobile Moans
I find much of your stuff deeply fascinating and I"ve learned a lot!! A number of my friends are still quite uninformed about what"s going on around them. It really is necessary these days to study how the markets work and be smarter and wilier than the scammers, the energy companies, all the trick offers in the supermarkets .. I'm not at all happy theses days with the ethics of the retail industry.
Yes, I've had precisely the same feeling about PO Phones, also banks. My phone number could only have been passed on by them. I challenged PO Phones quite bluntly once - they changed my number and the nuisance calls stopped almost at once!

Re: Mobile Moans
Regarding contracts with a 'service provider' they are all potentially negotiable and if they think that you may be considering leaving them they will usually offer discounts to keep you happy.
It doesn't do any harm to phone their 'loyalty dep't. and ask for a more favourable rate.
I mean it is not as if they have yet caught up with the supermarkets like 'Morrisons and Sainsbury' and offered to match any other competitors prices, across the board.
So there is an 'advantage' to play for.
