First time I had a drink in that pub was 1966 and the second and last time was about 1977

It puzzles me why they felt the need to build that front row of houses SO close to the road.

I agree Geoff,
Probably developers trying to make more money and getting planning permission because older properties nearby are also that close to the road. Permission (from that perspective) seems to be all about the building line in adjacent areas.
You would also think it might be difficult to sell houses that are right up against the road and they would need to be offered at a discount considering the noise, lack of privacy, pollution, and resale value.
