I agree seahermit, certainly the patch repairs look shoddy and amateurish but what is the alternative, just to let it decay and become even more of an eyesore?
I suspect it would take an awful lot of money to remove it altogether and so it is better to do some sort of maintenence/improvement.
Perhaps some of the grant money should have been used to get top architects to submit plans to redesign it altogether and see what can be done.

There are around 1500 led lights along the whole length now, it would be interesting to see if it looks more friendly at night.
