What is it with the youngsters in this town? We pay for you to live on the rock and roll yet you still feel the need to steal from us. Without us you would have no dole money to live on and no accommodation. Without our taxes you would not be able to have sky tv and the latest iPhones. After all of that free living you still decide to steal from those that are paying for your existence.

If you know that they have sky TV, that they are on the dole and have the latest I phone then I assume that you know their identity and so can give the information to the relevant authorities

The issue is one of generalisation that people possibly wearing expensive clothing have the other accessories and are on the dole.
In your neck of the woods at Stonegate, a senior financial adviser working in the city earning perhaps over £80k, probably wearing expensive suits and handmade shoes felt it necessary to defraud your local rail company of £40k. Did he get a short sharp (or even long sharp) shock of a prosecution and imprisonment? No, he put his hand in his pocket and paid £40k to the company and walked away scot free, albeit being barred by the FCA.
